Some of Mr Chirac’s entourage are reportedly encouraging him not to sign as it would be an “admittance of guilt”. Critics have condemned the deal. Yves Contassot, the Green party deputy mayor, said: “I find it a little curious that the Paris mayor has done a deal over an essentially ethical and moral issue. This fictitious jobs affair is not only about money.” Mr Chirac will still suffer the humiliation of being the first former French head of state to appear in court since Phillipe Pétain, the Second World War collaborationist leader. If found guilty he would face up to 10 years in prison. The case stems from Mr Chirac’s time as mayor of Paris, between 1977 and 1995, when he allegedly used council money to employ about 500 people as consultants. These included an array of friends, colleagues and their relatives or lovers, political associates and even a champion cyclist. Xavière Simeoni, an investigating judge concluded that 21 contracts signed between 1992 and 1995 were unlawful. Mr Chirac and Mr Sarkozy are said to have discussed the terms of the deal at a lunch this month in Paris. The two men, once close, became rivals ahead of the 2007 presidential elections. But since his retirement — and the end of his immunity from prosecution - Mr Chirac has kept a low profile and refrained from criticising his successor.

Alors que Le Canard enchaîné affirmait mercredi qu'un protocole d'accord avait été conclu avec la Mairie de Paris sur le dossier des emplois fictifs qui vaut à l'ancien président de la République d'être poursuivi en justice, ce dernier a expliqué, jeudi 26 août, par la voix de son avocat, avoir "souhaité" que soient remboursées à la Ville de Paris les sommes liées à cette affaire. Chirac. La Ville de Paris retirerait en échange sa constitution de partie civile au procès. Toujours selon Le Canard enchaîné, c'est Nicolas Sarkozy lui-même qui aurait proposé à Jacques Chirac l'aide du parti présidentiel pour rembourser la Ville, et l'Elysée aurait oublié d'en informer les dirigeants de l'UMP. Cet accord permettrait à M. Chirac d'aborder beaucoup plus sereinement son procès, prévu à la fin de cette année ou début 2011. Sans cette victime réclamant réparation, le procès offrirait en effet un horizon dégagé au prévenu vedette… D'autant que le parquet, qui n'avait pas demandé le renvoi devant le tribunal décidé en octobre 2009, devrait, s'il suit sa logique, requérir la relaxe. "Le moment venu, le président Chirac s'expliquera devant le tribunal sur l'absence d'infraction pénale", a précisé l'avocat de M. Chirac, qui n'a cependant pas souhaité confirmer les montants concernés. "Dans le souci d'apaiser une source de polémique préjudiciable à Paris et à ses habitants, quelles que soient leurs opinions politiques, il a souhaité qu'il soit mis fin au litige civil et que la Ville de Paris soit remboursée purement et simplement des montants litigieux qu'elle a manifesté l'intention de recouvrer judiciairement", a-t-il ajouté. "Il appartiendra au Conseil de Paris d'approuver cette indemnisation." La Mairie de Paris avait précisé mercredi que le protocole d'accord n'était pas encore signé et ne deviendrait effectif qu'une fois voté lors du prochain Conseil de Paris, les 27 et 28 septembre, ou de celui de mi-octobre. Ce protocole d'accord fait grincer des dents, notamment au sein des Verts, qui participent à la majorité municipale emmenée par Bertrand Delanoë (PS). Ces derniers ont qualifié de "faute politique" et de "déni de justice" le processus d'indemnisation, estimant que "le remboursement par l'UMP serait en fait un remboursement par l'argent des contribuables, l'essentiel du budget de ce parti provenant du financement public, donc des impôts". Un avis partagé par le Front national : "Les partis politiques sont largement subventionnés par les contribuables et il n'existe aucune raison (...) pour que l'UMP paie à la place de Chirac", a estimé un de ses dirigeants, Wallerand de Saint-Just.

I think what I find most interesting about this is that he's not even trying to save face. Had it been an Anglo-Saxon it'd have been all "Well, none of it is my fault but I'm so generous that I'm just going to get the party to pay the money over anyway to avoid problems, aren't I nice?" Here it's just like. "Meh, well it's not like it matters now I'm retired. Give 'em hell, Bertrand!"
